I have an 86 GT and i have been told that i cant swap the cam because of the year is this true ?

of course you can change the cam.

You can perform a cam swap. The problem with the '86 motors is the lack of valve reliefs on the pistons. Be very careful with cam selection for piston to valve clearance. To be honest, I would invest in a different set of heads and flycut the pistons before I changed cams. Is the car converted to mass air?
