I have a 1999 GT and there is oil getting sucked into the intake from some hose that comes from the right valve cover. what is going wrong that this is happening. I just got the car and it has been doing this since I got it. What is this part and how can i make it function properly?

I believe that is the PCV Valve tubing. That is suppose to recirculate or Positive Crankcase Ventilate the spent oil to actually do what you are saying go into the engine and burn it off. It does create some crap in the manifold over time. If the PCV valve is not good get it replaced.
