If it doesn't have a leak, it has to be going out the tail pipes.  Have somebody stand behind it at cold start up to see if it smokes.  Warm it up and then watch to see if it smokes at warm start up or acceleration.  If it's at cold start up, it could be the valve seals.  If it's after it's warm, then it could be the rings.  Try it at night with a flashlight, with it off to the side, not right at the tip.  Once you figure this out, you can find out what to do.  You could even do a compression test to find if a cylinder is leaking pressure.

I'd say it has to be the rings.  I can't say for sure but that's what it sounds like.

The Steeda cam should work with it.  For a rebuild kit, I'd suggest getting one that fully balanced and has forged pistons, not those hyperpathetic pistons.  The small expense for forged is nothing compared to having them fail later on.  You could get a rotating assembly (crank, rods, pistons) from DSS for around $800-$900.  It comes with rings, bearings and is balanced.

WHAT HEADS AND INTAKE WILL WORK BEST WITH THIS CAM AND REBUILD KIT? I'VE FOUND A PAIR OF GT40 ALUMINUM HEADS FOR $795 PAIR/ASSEMBLED.

For a daily driver 306, a GT40 intake is good.  Going to supercharge it later on, I'd go with the Holley intake.  The GT40 heads are really good heads, especially for the price.  If you intend to go over 450 hp, you might need to step up to the AFR or TFS.

First, if the cam is stock, you could go with the 1.7.  It'll increase the lift value and could give you a little more power.  If you want to keep the factory valve covers, try it.  They'll be close to the upper center bolt notch.  You could grind a little off here to give them more room.  Then get some double thick gaskets.  I have them on mine and you can get them from any Ford dealer.  They'll be about 3/8 to 1/2 inch thick and that should make them work.
